State Bureau, Bhopal: More than 11 lakh government employees and pensioners in Madhya Pradesh may soon get relief as the long-pending Employee Health Insurance Scheme, which has been stalled for six years, is likely to receive approval shortly. The state government is preparing to place the proposal before the Cabinet later this month.

Draft Prepared

The State Health Agency responsible for implementing the Ayushman Bharat scheme has prepared a draft for this initiative. It proposes a facility for cashless medical treatment of up to Rs 20 lakh per year for each employee's family, while pensioners would be entitled to coverage of up to Rs 5 lakh.

In addition to the government's contribution towards the premium, employees and pensioners will also be required to contribute a portion. According to officials, the monthly contribution will be set at one percent of the basic salary for employees and four percent for pensioners. The proposal has already received approval from the Senior Secretaries Committee, chaired by Chief Secretary Anurag Jain.

The employee health insurance scheme was originally proposed in 2019 by the then Congress government led by former Chief Minister Kamal Nath. The scheme was scheduled to be implemented from April 1, 2020, but the government fell before it could be launched. Following this, discussions regarding the scheme were going on in the BJP government for almost four years. Models of other states were also studied, and now the draft has been finally prepared.

What's In The Proposal?

Under this scheme, a unique digital ID card featuring the beneficiary's photograph will be issued, like the Ayushman Bharat scheme. The scheme will be administered by a State Health Agency comprising experts from the legal, insurance, and healthcare sectors. A task force will also be constituted to oversee the review of the scheme.

The employee, their spouse, parents, two dependent children (including adopted children), divorced daughter, and a pensioner (along with their spouse) will be eligible for treatment under the scheme. The insured employee will receive an annual allowance of Rs 20,000 for OPD services, medicines, and medical equipment.

Treatment will be available at empanelled hospitals under the scheme. However, in emergency situations, employees may seek treatment at non-empanelled hospitals, and the incurred expenses will be reimbursed later as per the provisions.
